Sandrock is a bit harsher on resource management than Portia is. As a completionist, I would say play Portia first and then Sandrock. Sandrock has some references to Portia that will be easier to get if you've played Portia. I would also recommend playing Portia first so that Sandrock will make more sense story-wise.
